Most folks put a garden out in the yard. Cost can vary from the cost of a shovel (used can be fine) and some transplants from neighbors or family with excess to share, or a few dollars for some seeds, up to as much as you would spend on the house or more given to a professional landscaping contractor.
A simple weed growing garden could be quite costly and perhaps illegal depending on the location.
What kind of weed are we talking about here?
I know some folks do prefer one kind installed inside the house, using lots of water and electricity.
Can give no international advice on much of anything pertaining to hydroponics.
