What would work to hold down handrails, supports, on a whirlpool tub? The owner is worried about drilling into it. There will be some weight applied when they are used.

One way or another you gotta drill through the tub (or whatever other surface you mount the handrails on). If it's a recent model, you should be able to get from the manufacturer a list of "safe" places to drill.
The best way to attach in this case is to through-bolt, with nuts and washers installed from under the tub. If this isn't possible toggle bolts could be used, or WingIts anchors. Do not use plain old plastic anchors, or screws that are just threaded into the tub material.

Is the whirlpool a drop in?
I would mount the rails into the platform instead of the tub and make sure there was something to mount to in advance.
