It might depend on where you are and on what type of mortgage the buyer is getting. In my experience in NJ and PA the buyer pays for the tests, but I've encountered FHA mortgages where the seller was expected to pay.
Septic inspections aren't required to purchase an existing home in NY, but if you're looking to buy, your lender may require it, which means the buyer pays for it. It's usually part of the home inspection process - again, not a requirement in NY, just something lenders (and buyers) may want. They aren't allowed to open anything up, so the term "inspection" - septic or otherwise - is used pretty loosely.
We sold a house here in Vermont last year. The buyer paid for the septic inspection, which was pretty thorough. Tank, leach field lines, with a video camera, pretty thorough.
