A good carpenter will easily be able to handle those jobs.
The window header is the biggest part of the job, but still isn't all that much work.
The only time a GC is necessary is when there is a need for more than one trade on a project. While framing and siding may technically be different trades, as Shep mentioned, a good carpenter will be able to handle both.

A good remodeling carpenter/contractor. But, don't forget the exterior finish, flashing, etc. There's a lot of anciliary stuff in something like that. Is there a light fixture on the outside where the new opening will be?
