Why is it that studs and OSB, 1/2″ plywood and the like are/have been cheap and siding is so expensive? I am building a 12×16 outbuilding and it is going to cost me about $400 to side this thing.

Depends on where you live. Anywhere near the mid-west ( i.e. Mississippi River) you're going to see price gouging for flood repairs. When we had flooding in S W Georgia in 1994 and in 1998, drywall and plywood went through the roof.
