I will convert Old Sliding type (30 years old) to awening type (crank) all PVC.
Some window sellers want to sell me 3mm some other 4mm thick glass
(thermo glass).
Does it make a real difference ? (noise insulation wise)
I live right in the middle of the city.
Will buying 4mm thick double glazzed window instead of 3mm will be a lot more quieter inside ?
Or barely noticable difference?

I doubt it would make any difference at all. Glass is an excellent transmitter of sound, and I think it would be analogous to saying which would be a better insulator, 3mm or 4mm thick sheet metal.
Laminated glass (the kind used for safety, with two sheets of glass adhered together with plastic between, like automobile windshields) does appreciably reduce noise.
I think your PVC frames will not cut noise much. If you can go for wooden frames, for example, Andersens with PVC on the outside for weather resistance but wood for the structure, you'd get good noise reduction from the frames.
In your climate definitely get insulated, low-e glass.
