What’s the best way to install a vinyl window in a poured concrete basement wall? I want to install a 2-4 by 3-10 window in an enlarged opening in a basement wall that is approximately 8 1/2 inches thick. I have been advised to install the window on the outside and trim it out to reduce water penetration. I was advised to install a 2×4 header supported by 2×4 trimmers and attach the window to these using the nail flange. I have to cut the opening using a masonary saw and the advice I got on the size of the opening doesn’t seem to allow for any board on the bottom of the window. Should I place a 2×4 on the bottom, rest the window on it and nail the flange to it or cut off the bottom flange, caulk the bottom of the window and the concrete and place the window directly on the concrete? Or is there another way?

James, so there you are... go larger... by 3 inches to permit PT 2x4s to lag onto the masonary.
Attach the window as you suggested, with the flanges. Caulk. Seal the 2x4s to the masonary as well.
*James: I would consider cutting off all the fins and cut the width just wider than the window. I would cut the height 3" or 4" bigger than the height of the window. I would fasten the window into the wall with the extra space @ the bottom. Upon the installation of the window I would install a form under the window and pour a concrete sill. Slope the exterior of the sill to provide drainage. We have done this many times & have not had any trouble at all. I have to say we have not installed a vinyl window in this manner but I do not know why it would not work. Ron.
