Before getting quotes on an asphalt driveway for a homeower in the northeast i would like to know what are some of the minimum specs that should be included in the ifb. Any info would be appreciated.

The state DOT usually has some of the best specifications to start with and they are usually well tested. And the local quarries and asphalt plants follow those specs since the state has the deep pockets.
Otherwise without site details such as soils info, it is rather difficult to spec much.
Impossible is an opinion.
