I am finally nearing the end of a second story addition. I’m not a contractor, nor professional carpenter, just a “diy”.
I’m about ready to install attic insulation and am concerned about a gap between the top plate of the walls and the 2×4 blocking between the roof trusses. Excuse me if I don’t have the terms correct. The blocks are flush with the top cords of the trusses, to which the roof decking is nailed. The blocks don’t sit on the top plates, they are about 3/8 to 1/2 inch above, thus the gap. Every other block is vented, so I don’t know if this additional “venting” is anything to be concerned about, or if I should seal up the gap somehow.
I’m located in a mild climate (central California coastal area).
Any suggestions?

Otter.......between each truss you need some open space above your insulation for a continuess air flow. The air enters through your soffit (if you have any) or above the blocking, travels up and exits through venta-ridge. It's important to maintain this air flow.....
As currently built, the addition, has no ridge vents, nor venting in the attic space, other than the holes in the blocks. This is the same for the original portion of the dwelling, and is fairly common to this area.
Do you suppose 3 holes of about 1.25 inches diameter, provide adquate airflow?

Then you have no venting at all. Think about your attic. The cool air is supposed to come in bird blocks. Then the exhaust (hot air) goes outthrough ridge vents or other vents higher up.
Continuous ridge vent is by far the best IMHO. The square vents spaced across the roof are second best. You need to think seriously about one or the other. You've apparently spent a lot of money on an oddition. Don't skimp on an important detail like this.

These blocks you mention are called "bird blocks" around here.
Do the vented bird blocks have screens over them? If so, that's probably to keep bugs out of your attic. Might be worth sealing up the other gaps for that reason. But definitely don't block off ALL your airflow.

The blocks with the +-1.25 inch holes have screens covering the holes.
I'm guessing it would be okay to fill the gaps, it seems to me that the holes should provide adequate airflow. Sound right to you?
