lights on one circuit from the main panel and lights on a circuit from a sub panel sometimes flicker, had “Sparky” come over & he tightened all contact screws & it stopped for a while & just started again…wassup??? Could a breaker (two) be failing? House was rewired 15 yrs ago.

Assuming they are cans or halo's, probably a thermo sensor, or installation issue......or mice.

I'd say its in the utility line. Someone will be along shortly to tell you its a loose neutral. Don't believe them.
