Sq d type 3 up or down meter socket, weatherproof, came in a sealed box.
Do these not come w/ a bonding lug/screw or am I missing parts?

Meter socket with main, or meter only? The neutral /ground bonding is usually made at the main switch (service disconnect).
Meter sockets often come with a small lug attached to the neutral bar which can be used for grounding. If yours doesn't have one, does it have threaded holes on the neutral buss for you to attach your own?
