I’m installing 6″ low profile non IC Halo canlights(#H27T) in a ceiling in the kitchen . the 2×8 joists above are non insulated but have T&G floor above. He says that the can must be IC rated because of the floor above, I say no way because there is no insulation. Just air space between the joists and about 2″ from the top of the can to the bottom of the T&G.
Whose right? Am I learn’ something new today?

You're right, if the straight NEC is the operative Code where you are.
But many cities have more restrictive requirements in their electrical codes, so he may be right for where he's from. Which is not where you are.

For your project, See if the mfg instuctions have clearances to stuff listed - in the absence of other info, I'd start there.
