Jon, I was conversing with a fellow from Austria tonight, where his Father is a Carpenter. His experience is any group can form a Guild, and admit members, who are tested by the Guild and "certified" for lack of better term.
The effect is a mix between Union/Trade Organization/Fraternal Organization. The Guild, "warrantees" the work of Guild Members... and provides consumers a level of protection, while promoting professionalism and business for it's members.
Of note, my Austrian friend stated, true "Guilds" have lost their influence to Organized Labor Unions, which offer more of a College/Trade School/Apprentice Program.
