Is wire mesh necessary in a 4″ air entrained concrete patio (4″ base) or is fiber “dog hair” enough. The patio will be the base for a mortar bed flagstone installation. A part of the patio will eventually have a hot tub installed over it. Thanks for the help!

Absolutely!
*Thanks for the help. That is what is thought too--the concrete guy said not necessary--making me question his credentials!
*Fibre helps with shrinkage cracks but not with tensile strenghth. Too many concrete men will try to save a step where they can. I always make sure I'm on site for a pour and let him know ahead of time that jobs done with out steel won't be paid for.
*Not sure where you're located, but there's a lot of clay (bentonite) in CO. The stuff moves a lot. Check older homes around your area to see if the the concrete driveways, sidewalks, porches, etc have shifted significantly. If they have, you may want to think about an extra deep footing around the edge of your slab.
