I have to install a handrail for an elderly woman a portion of it has to be attached to a concrete block wall. What is the best way to make the conection to the concrete block. The block is covered by a layer of stucco so I can’t see the mortat joints, if that’s important. Thanks in advance.

Properly installed ,Tapcon screws would be my choice.

tapcons would work well for a stationary item with no changes in the force applied to it. A year or two of people tugging at, jerking on, and giggling arouns would probably loosen the crete material around them.So I would back them up by using a dab of PL Premium behind each bracket, and I would probably use about twice as many brackets as normal

I'd want something like one of the expanding toggle bolts (ggod quality) to get a solid puchase inside the cavity.FHGB has had articles on the range of fasteners available, there are several that are probably better than tapcons.
