I once spillt about a quart of ext. beige paint on a clients driveway. I washed it off but it was obvious I stained it. After a bit of worry I decided to mix up a gallon of paint and gallon of water. I poured it all over the drive squeegied and hosed it off. Drive way looked great.
At the end of the day the client camed home and liked how the house was looking and thanked me for cleaning her driveway. Whew!

the concrete itself is not stain, its the iron ore that rusting, the concrete is porus and holding the iron. One must remove the iron ore from the concrete itself.
