Sure is...looks like an old fashioned crank can opener skinnied down...slip the bx in, turn the crank a few times (has a small saw blade attached), and it cuts through cleanly. All electrical supply houses have them, and I saw on in Lowes in the electrical dept. Is bx legal for where & what you're doing? Not all cities have embraced it.
Do it right, or do it twice.
