My hardwood floors all have black stains in the cracks between strips from dirt and possibly water damage accumulated over the years. I doubt simply sanding will remove these. Are there other methods to remove this problem during refinishing?

It depends on the type of wood. If your floor is oak, the black staining is a dye produced when the tannins in oak interact with irons found in water. These stains are pretty much impossible to remove from between boards.
On other types of wood flooring, the black lines may disappear after sanding, unless of course there are large gaps between boards.
