am I being overly critical of the HVAC guy’s method of installing duct pipe? What’s the use of having a ringer if you cut it out completely through to the sill plate? Surely this would raise the ire of most folks if they saw this happening to their new home. By the way, this is in a new townhouse development in our community. Can’t imagine where the building inspector was this day.

24441.1 is a link to a thread dealing with a photo sizing download a number of Breaktimers find useful for posting pics here.
The size of the pic as in the one you posted is to large for those on dialup puters as the download time is prohibitive for them.
I would become self-employed except I'm too cheap to pay myself anything.

Yes, you are critically uniformed as to Hvac duct installations.So whats the big deal? He has to feed a couple of pipe runs (so it appears) how else is he going to get them from point A to point B? If he cut thru the floor inside the living area you'd have something to squawk about. The way he did this is a very normal practice.(been there, done that a thousand times) It does not weaken your structure in the least.

Before I could agree with Hube, I would need to see more of what bears where and what the alternatives were. HVAC and plumbers are infamous for ruining structures. This one might be nothing - or everything.

you must have worn blisters on your thimbs with twidling them while waiting for that monster download.
As a general rule, I don't try downloading anything over 100-125 but if it looks like it'll be really interesting, I will try a 200. get it up over 400 - 500 and my machine will give up on it.

It's no big deal, your only missing a small section of rim joist directly supported on the foundation. How else are you going to fit a 4" pipe in a 2x4 wall? It looks like dryer vent pipe, will it elbow out? The design person should have thought about providing some chases. That will be a hard bay to insulate. It's not a structural issue from the picture but something will have to be done before siding if that is an exterior wall.
Thanks, Hammer. Yeah, it's being a being a bit fussy, but it's the principle of thing. This was done in three places in less than four feet. Don't know why the designer didn't think about a chase for the pipes - they're supply air for two upstairs bedrooms - or rectangular ductwork, but in this day and age, it's "build 'em fast and get out." Homeowners will never know why their feet are cold in this area or how the mice are getting in the basement, but I will.

It ain't dead yet.
With that many chopouts in such a short space, there 'might' be justification for concern about joists rolling. To put your mind at ease, you can add some metal strap banding under the sheathing and then spray some canned faom around the pipes at the cutout.

Thanks for the input. I think I'll put the metal strap banding around the HVAC guy's neck! It won't fall down, but it still ticks me off.

If I was that home owner what would tick me off more then the HVCA hacking up structural members. Is after hiring and paying architect / designer to supply me with good build able plans so I could get quality home having that kind of detail left out. Having the architect failed to do his job. The GC who’s job it is to make sure the sub contractors does their job correctly. A GC who should have know that plumbers and HVCA are left to fend for them selves should have made sure that plans address that kind of problem so that the hack job did not happen. GC has failed in his job to supervise and stop damage before it happens.
