Is there any way to get rid of drywall taping fuzz short of skimcoating? The apprentice drywaller that installed the rock behind a vanity sanded so much that the surrounding paper fuzzed. I heard that priming with PVA followed with some light sanding will cure the problem. Any thoughts?

Get a damp rag or sponge and wipe it around the perimeter of what was sanded and what was oversanded..then prime and paint it. Fuzz gone! That's what you do before you prime.
After it's already painted, drywall finish it again slightly on the fuzz and follow above.
What about D-mix? (Ducking to avoid incoming.)
