This was a vinyl wallpaper “wainscott”. The drywall was painted underneath, but we could tell it wasn’t going to come off easy. We took blue paper “shop towels” and dipped them in the water/white vinegar mix then “rolled” them in place with a mini-roller. We let this “poltice” stay on for about an hour, spraying occasionally, (we had a plastic runner taped at the floor for a “gutter). The wallpaper easily came off.

Did you have to score the wallpaper first?
I wish I had this tip about 3 weeks ago. I spent hours removing a wallpaper wainscot as well. I also did a border at the top of the wall. What a pain in the butt. I only got half the room done and ran out of the "Dif" solution.
What was the ratio of water to vinegar?
Thang,We didn't score it. The ratio was approx 1 quart white vinegar to 2 gal warm water. (Sorry if there ends up being two of these answers - I think I forgot to click "post")
That's good to know. Ruthie and I are redoing our main room with floor to ceiling vinyl wall paper, the color and pattern is fantastic and my only reservation is the removal years down the road. I'd heard of the scoring, wetting and covering method but you never know if it actually works. I'm glad that removal is not as bad as some have said.
