I've never have seen what you are looking for but they make pans that can be put under a washmachine incase it leaks.
Watts regulator, I believe, makes one. http://www.watts-intelliflow.com
It uses a leak sensor to shut off the water supply and i think the power to the washer.
I haven't tried any, but there was one recently shown on "ask this old house" which had a small float which you put in a drip pan. The contact info, courtesy of their site, is:

There are a couple out there that come to mind - but I recall the website of this one: http://www.watercop.com/watercop/
Another senses water flow - and somehow 'interprets' the flow rate, duration, etc and shuts-off the water when the 'interpretation' meets some criteria. Seemed like a bit of voodoo magic to me - I can imagine leaks that would 'look' a whole lot like a faucet or fixture running for good reason.
The one linked above does what you want - kills the water flow if the sensor gets wet.
