There’s 32″ of rise to the porch…
4 rises 8″ riser height.
5 rises 6 3/8″ riser height.
What do you do if you don’t want that much run (existing walk to old stair, which was too steep…)
can you go with deeper treads and stick with the 8″ rises? Or is it better just to go one more step?
I plan to use block as base for cast concrete treads, and lintels (caps for sidewalls) and parge/stucco the face of the block.

Not totally clear on what you're asking, a picture or sketch would go a long way in explaining the situation. Generally I try to have my rise + run = 18", figuring 7" rise and 11" run is a good ratio. But codes allow for some leeway. I think its 7 3/4" maximum rise, and 10" minimum tread here.

but, I have an existing porch, and existing cc walk up to it. As HVCarptenter guessed, walk runs perpendicular to the porch/new stair--thereby running me out of 'run.'
I think What i'll do add the one riser, and open the last two, and return them, where the stair will run out into the walk, so you can step up from the side.

I'm guessing that the existing walk runs perpendicular to the stairs, right? Of course the shorter rise is more desireable but eight inch rises aren't uncomfortable for a short flight of stairs.
One other possibility is to build a platform on the sidewalk as a first step, reaching under the stringers. That'll give you five rises and plenty of run for each tread.
