I HIRED A FRAMING CREW TO DO A SECOND STORY ADDITION ON MY HOME.WELL WHILE PUTTING IN THE WINDOWS I NOTICED THE EXTERIOR BACK WALL IS OUT OF LEVEL BY TWO INCHES OUT.IT LOOKS LIKE CRAP. I HAVE TO DEAL WITH THE BATHROOM AND NEAR CLOSETS. 2 INCHES TO SCRATCH NEAR A DOOR LOOKS BAD.I THINK I CAN MOVE IT IN.WITH A SLEDGE AND CUTTING THE NAILS ON THE BIRDS MOUTH. I assume you are talking plumb rather than level.
Irregardless get the framer back in.
It may be that the wall was left out of plumb prior to roof framing (very bad).
But a worse possibility is that some missed detail in the roof framing may be causing the rafter to be pushing the wall out.
Get the framer back in there.

Is the ridge straight?
Are there collar ties or ceiling joists?

I agree with bollie1 get the framer back on site.And find the answers to piffins questions they are very valid points to know for finding a solution.
Hate to admit it, but I was off plumb 1" exactly on 1st floor walls of my own house I built 30 years ago, didn't notice until I was installing interior cabinets, roof was on, 2nd floor on top, etc. 2nd sub floor is 2X6 car decking, I'd thought I'd just not gotten the T&G spacing tight across the width of the house, but must have mis-measured once. Fortunately it is a back corner and not noticable from the outside.
So, as a "fix" both floors have floor to ceiling desk/bookcases in that corner with all built tapered so the inside visible cabinet fronts are all plumb.
contact the framer first. If he can't/won't fix get a lawyer. Have someone else fix, have the lawyer get restitution. Fixing yourself or settling for less is crap.
