first time installing replacement windows. Basement room, windows set in foundation, with external taper. I plan on squaring window box with shims, then anchoring to foundation with concrete screws. will fill with low expansion foam. on external seal I’ve read that the bottom shouldn’t be caulked,to allow water to escape. These windows are entirely set in foundation cut-out, shouldn’t I caulk all four edges to perfect seal?

Yes caulk all 4 sides. What you don't want to get caulk on is the top part of the window's sill as it may have weep holes to allow water to shed away from the sash. Caulk underneath, between concrete an the bottom of the sill, should be fine.
