I have one of the spring-controlled roll up one and like it very much. Not the same as you are thinking of but an option of having it fully stowed to carry tall items is nice. However it is not 100% weather tight...

I've got a soft tonneau from Berlin covers that has a frame that's hinged about a foot from the front of the bed, and lift cylinders in the back just like the hard covers.
when I don't want the cover, I just unsnap the cover, pull out the bows and back plate, and roll it up. But it's really convenient for small stuff, just lift up the back.
Does everything you want except for the security thing....And mine's pretty weathertight-I've driven in heavy rain and snow and the box has been dry.

I had one custom made out of aluminum diamond plate. It slides onto my trac-rack and Its strong enough to walk on. Also when I lock my tailgate you cannot get under it. the fabricator charged me $500.
No more shoveling snow out of the truck bed!
