I replaced the incandescent bulb in the fixture at the top of the stairs with a compact florescent spiral bulb and noticed that it dimly, steadily flickers when supposedly off. The fixture is controlled by a switch at the bottom of the stairs and one at the top of the stairs. The switches are illuminated style green. I put my meter on the fixture and it read (give or take) 120 VAC when on and 60 VAC when off (which I know is wrong and part of the problem somehow). Can anyone offer an opinion/solution to this situation? Thank you.

It's the illuminated switches that are making it do that. Either change the switches, or some say a "dimmable" type CFL might work correctly.
