Help…Ice and Water but NO Felt.????

Roof had Ice and Water that’s 10 months old on the 8’x36′ porch roof. Hailstorm caused Re-roof. New company puts down new Ice and Water over old on Porch Roof, but NO 30# tar paper…. I found this, just this morning, after Porch roof was started and is already shingled.
Also half the GAF starter shingle was used on the porch. The first 18feet is 20 yr 3-tab. Crew Foreman gone when started, the came back to find wrong drip edge and wrong starter shingle. Tore off wrong drip edge but left the starter.
I paid for GAF wind and System Plus 20 yr warranty.
What would you do?

No need for felt over the ice and water shield.I don't understand the part about tearing off the drip edge and leaving the starter. I cannot picture an instance where that is possible. The starter is laid over the drip edge and is nailed down thru it.I am not all that concerned over what kind of starter is used, though I know you have a special circumstance, having followed the other thread.The thing to be concerned about with this, IMO, is that wheere they tear off one thing and replace it, how are they sealing the nail holes left behind???? I&W self seals AROUND a nail in place, but when a nail is removed, there is a hole left, negating the value of the I&W, so those holes should be caulked or patched/sealed over somehow.

Piffin, thanks for the help. On the GAF starter shingle, it is narrow and the black adhesive bead is more to one side rather down the middle. Should the black glue be out near the shingle edge or turned so it's more to the inside of starter shingle?

The adhesive strip on the starter shingle is on the drip edge side.
