When installing wrought iron railing on floating laminate flooring, what would be the best install? I’ve been told to drill a larger hole into the laminate than the actual screw being used. My question is, once the railing is secured, wouldn’t that take away the floating floor movement?

You'll be fine drilling as normal. Just make sure you are fastening the framing, and not the finished floor.
