We are restoring an old house. There is minimal
access in a portion of the crawl space. We will
be replacing the sill plate and rim joist. We live
in Wyoming which is a cold climate and would like
to insulate the crawl space. Do you have any
ideas that we can accomplish this?

Could you provide a little more detail?
Do you mean, you want to insulate the crawl space from the house, or you want to insulate the crawl space from outdoors, or both? Why do you want to insulate at all? (mind you, I'm not implying that insulating is a bad idea, I'm just trying to get to what your goals are).
How much exposure do the crawl space walls have to outside air, or are they entirely underground?
When you say "cold climate", are you talking -60F with a frost line about 48" down?
Can you tell us a little bit about the soil and the drainage? Is it clay, or sandy? Is it very dry, or
near a stream?
Ok, that should be good for starters.

This has been a hot topic on several previous occasions. Also there are a lot of regional differences that should be considered.
So save yourself a lot of time and energy. Do a thorough search of the archives using "insulation", "crawlspace","foundation", etc. Then visit your local Extension office and your local building officials office. Then you will know enough about what works where you are to make the best decision under the circumstances.
