one florecet tube in my WS is having issues starting up, it takes about a minute of on and off flickering to finally start, all the other bulb come on within 5 sec. what’s up?

heaters in the bulbs aren't getting a full dose of jucie...
dirty contcts in the tombstones or weak ballast...
could be the bulb is on the way out....

BTW the fixtures are within a couple months new, but i'll try a new bulb, and it has 2 bulds per fixture

spin the bulb in it's holders a few times....
no go???
suspect the bulbs....
move the bulb on the right to the left side.. and the left to the right... spin on instaltion...
no go???
new bulbs...
still no go....
ballast...
