Hmmm. A couple of questions:
1) You show one end. Is this tool four or more feet long?
2) Does the end not shown have a sort of crank assembly. Either bent into the shaft or articulated. Looks like the pole may be tubular so I would assume the later.
If so:
Is this a pole used to operate a retractable awning. The end shown looks like it might engage a hook. The pole would be spun to work the retraction mechanism on the awning.

Spline remove/replace tool for windows with rubber glazing .
Yep, now that Don mentions it, I've seen this precise tool (or something very similar) in use by the guys who work on the oddball windows of our building. They have rubber gaskets around the glass, and a spline fits into a groove in the gasket to secure the window. This tool is used to remove/install the spline.
Doesn't look sharp enough, or I would say it was for grooving the back side of Vinyl cove Base for outside corners

I'd say it's a potato chip bag, but that's just a guess. Be careful, though, so you don't get it too close to that hot window glazing remover -- you could start a fire.
