wish to replace metal sliding windows with vinyl windows into a concrete block house. Surround opening with 2×4 and use finned windows? Trim details? Any publications or websites? Suggestions?(fins of present windows are set into a groove and mortared on both sides.)

Vinyl replacements right into the cmu opening... no need for wood added. Use tapcons to mount and a nice bead of caulk to finish and secure.
