I am remodelling my kitchen and need to move some of the heating vents. I notice that the cold air returns are simply vented between the floor joists — no metal vents. Is this bad?

This is standard in many/most areas in housing. The problem is that the metal panning is never sealed to the bottoms of the joists, there may be wiring/piping holes in joists- all leading to leakage of air into the returns from areas like the basement while you want the air returned from the area you're trying to heat, like the main floor.
