Our neighbor lady locked herself out of her house. The nearest locksmith is 70 miles away—expensive. She has the older type bronzed windows that slide up and down. We can see that the sliding lock mechanism is not in the locked position. I can’t get enough of a hold on the window to slide it up. Any ideas?

Suction cup like they use to carry glass sheets.
Or maybe even a clean plunger if you wet the edge.
If I read the post correctly, it seems like a double hung window. If this is the case you should be able to use a flat piece of wood (like a paint stirrer) and push up on the area where the glass meets the frame of the bottom (inset) sash and push up carefully.
My first thought was suction cups too.
Even a $3 variety from the autoparts store might be enough for what you need.
Plunger sounds good too.
Make a duck tape handle.
