Need some advice. My portch’s ceiling is sheet rock. This is not an enclosed portch. The house was built 7 years ago. While hosing the portch down I got this wet two or there times years ago when the house was new (thinking it was wood).I haven’t since, but now the paint is falling off in places- the joints largely are OK. In some places the paper on the sheet rock is showing.
Do I just sand the loose paint off and repaint? I bet it won’t look flat Do I need to scrape then spacle and then sand and then paint?
This seems like an inappropriate place to put sheet rock. Here in Va it gets very humid and damp. When I build my new house what should I use? Backerboard?

You need to tear off the sheetrock and put up something rated for exterior use. Simple. Paint it with an exterior paint.
There is a product I've seen, but not used, which is a plywood with a formed surface which looks like a narrow tongue and groove (wainscoating like).
Rule of thumb: The outside of structures should use products rated for exterior applications.
