Ran into a friend at a party. He has high vaulted sheetrock ceilings and has had trouble with what the Sherwin williams district rep by phone is calling “surfactant leaching” – oozing particles of the paint that cone out and fall sown onto the floor, he says they are slightly wet, rel hum in his house he says is 50-60%
s/w rep said only oil base paint would cure it.

Yes, have had surfactant leaching on a few occasions. Usually caused by painting before the dew is off the wood or really high relative humidity situations such as a bathroom that's "in use" and the painting gets done between those daily uses.
Solution has always been to allow the leaching to come to an end by itself and then clean the surface with warm water and dish detergent or similar.
