I’ve got some wooden steps on an entrance that we don’t use, and I can’t get the paint to stick for more than a year. Can’t figure out what I’m doing wrong–I’m prepping the surface, cleaning it, etc.

Two more suggestions, if you can get to it, paint the underside also to slow the moisture, and try adding non-slip to the top layer. Not sure why, but the steps I paint seem to hold on ok, but get dirty looking pretty quick. Dirt colors help, but I still end up painting for cosmetic reasons, usually before blisters are a problem.

You don't mention how the paint is failing...blistering, peeling, alligatoring, etc...
Still, the culprit is most likely to be what Pete described...moisture.
One other thing that may help. Get a sheet of 4 or 6 mil poly, drag it under the porch, and lay it out on the ground, tucking it in to all corners. Secure the edges. That will help contain some of the moisture.
Still, the best fix? Jess like Dan wrote: Ensure that the bottoms of the porch boards/treads/risers are coated just like the tops.
