I have a 30 year old house with some poorly taped drywall seams in the family room. Very obvious ridges in the ceiling, especially butt edges. Someone along the way tried to cover the seams by popcorning everything- ceilings in the house, ceilings & walls in the garage.
I was wondering if I could skimcoat to cover the popcorn, or am I better off stripping off the popcorn (& drywall?)? Will drywall compound bubble over the painted surface? Is there a better solution I’m not thinking of?

Don't try skimming over the texture: it's more trouble than it's worth.
Since asbestos in popcorn texture was discontinued in the 70s, your 30-yr-old-house could contain it; this should determine how badly you want it removed, or perhaps influence how you deal with it.
You can use a drywall knife to scrape it off dry, or scrape it off dampend using a spray bottle, or run some new furring strips and hang a new ceiling. Tape off the walls and the floor, bec it's a huge mess. When you're done, wrap it all up and dispose. Use one of those painters suits and a respitator, too, and tape off all vents, etc.
Depends how "perfect" of a finish you want when your done.
Personally I would re-drywall, I've never seen a flawless patch and re-texture job
