What is the best thing to use to treat cut ends of PT timbers (Wolman is big here in Maryland) before installation? These will be partly underground (planter box, etc.) Also should I coat the other surfaces with any preserative, waterproofing?

For lumber in contact with the ground use ground level pressure treated. It is in the vat for quite a bit longer and is usually kiln dried before. Standard decking products are not suitable.
