Has anyone used rastra block in the northeast? How about sub-grade (e.g. basement)? Is there a cost savings associated with this product? Is there a good source of information availible?

You might contact Rastra, or Cempo, or Performwall, or Amazon Forms. They all make essentially the same product, and are usually happy to share success stories. I built one, but in SoCal, not in New England.
By the way, jokes aside, Rastra-type construction has very high performance in fire situations. Mine is a 10" wall with 6" concrete cores and carried a 4-hour rating before being plastered on either side.
