Conventional asphalt/fiberglass roof shingles won’t work! They are not designed for such a shallow slope. You need a torch-down membrane, the older “selvage-edge roll roofing” or some other form of continuous membrane.
Since you live in a “cold climate” protect the roof along the eaves from damage caused by ice buildup in the gutters.
Do not, under any circumstances, apply any new material over the existing. Instead, work down to a smoothe roof deck and start from there.
There are “roof coatings” around but they are only as good as the material to which they are applied. If your existing shingles crack, so will the coating. Start over…do it right…it’s not worth your money to make a temporary repair.

I am looking for advice on re-shingling a low slope roof without removing the existing low slope shingles. I understand that low slope shingles are no longer available. What type of shingle should I use? Is roll roofing an option to keep the cost down? My building is in a cold climate. The roof is 1500 sq ft and the slope is 2 in 12.
Thanks

*PS to my original question. Is there a liquid roof coating that can be applied to extend the life of the existing shingles for a couple of years.
*Hopefully, someone who knows a bit better than I do will give you more details, but here is what little I know.I think the minimum pitch for shingles is 4 (or maybe 3) in 12. Either way 2 in 12 won't cut it I don't think. So some of the choices I know of are roll roofing (90 lb) and some of the single membrane types. The latter will last a long time, while the former will last about ten to maybe 15 years. Is this a cost issue? With regard to the tear off of the old shingles, particularly with a low slope, I suggest that you do a tear off no matter what. The reason is both so that you can check for damage and because a low slope with a roof over will have a lot of irregularities and might not drain well. If cost is a problem, perhaps you can work out a way to do the tear off yourself, or something.
*Mauri, in the words of George H.W. Bush Jr... "wouldn't be prudent." If you need to re-roof, you should be stripping off the old. Add bituthane ice/water shield, and go with lapped double 30# felt per instructions of the roofing manufacturers, as underlayment... followed by your choice of roofing material.
