pete.. sounds like a full application and review..
i'd go to govt. center in Wakefield and talk to them.. i've always found them pretty helpful..
and the specs are betting more and more rigid...
besides CRMC, you'll also have a dance with DEM for the septic, and the town for your building permit.... the design windload is 120 MPH... and .. it also sounds like enough work that everything MAY have to come up to current code
sounds like fun , once you get past the bureaucracy...

I've got leads on some environmental engineers, you're a RI coast guy, right? You know any engineers that have done beachfront pilings/pier designs and stamps?
This will be a complete do-over. Want to keep same footprint as existing cottage and add a story. Looking for local knowledge of others who've done same......successfully. All will be brought up to code and shear walls.
Vinyl siding is good for 120mph......if hung with 16D galvies.....
