What kind of shingles?

The shingles are asphalt.
The eyebrows were simply half circles flush with the fascia on the overhang.
Besides the rubber roofing in the valley idea.
I think I will have to roll the edges onto the main roof.
Thanks for the responses!
With curvy old style eyebrows, I like to continue the shingle row up and over and down the eyebrow and continue along the roof slope. I overlap the ends of the shingles as I go up the eyebrow from each side. Of course, the next row then overlaps the tops of the row below (5" exposure or whatever). The "exposure" over the eyebrow section has to be adjusted as you go. The aim is to match the main roof rows on each side of the eyebrow. But, because of the curves, the exposures won't be so consistent over the eyebrow. The eyebrow shingles are then overlapping both ways- to shed water down the eyebrow side slope and down the main roof slope. If done properly, no valley is needed.
Maybe I'm thinking of something else, but the eyebrow dormers I see don't have valleys, they're just like big bumps on the roof.
They are but depending on type of shingle and pitch of roofs and size of window, some sort of flashing may be required.
A smooth blend can be rolled with asphlt shingles or somnetimes with wood shingles but should be backed up by bituthene ice an dwater shield. Shakes or slates can require something more like a step flaaashing woven into the fold. I've also seen the eyebrow done in soldered copper panels with flanges protrunding up under the cedar shingles. I suppose something like that would take place with a standing seam.
All these options are why I asked the question first..

I used torch down rubber on four eyebrows I did ten years ago with no problem to this day......for what its worth.......and that was within a wood shake roof.
