I am looking for a product that can be placed in a tool box or a truck box, etc. that will help prevents rust. I have seen such a product, but I can’t find the ad or the article that I saw it in.

One way to reduce rust is to dehumidify the air or displace the condensation from the metal (e.g. using WD-40), but I suspect that isn't what you're thinking of. I'm guessing you're thinking of rust caused by galvanic corrosion?

try silica gel packets, or go to a craft store and buy some (they sell it for drying flowers) and make up your own ( I use old stockings from my wife ) works fine here in pacific NW

I use a product called Inhibitor form Plano. They sell it as a spray and on cardboard chips. The chips are about 1.25" square and appear to of been saturated in the liquid. I have thrown a couple of them in different tackle boxes and they do work well. I also soaked down a piece of carpet in the toolbox in back of my truck and the impact sockets no longer rust. I guess that the fumes go everywhere and form a barrier, within reason of course. I mainly use in my tackle boxes because each tray probably is worth more than $2-300 and some a lot more. I am not a fan of wd40 it seems to be a ok product in a world of better products.
The only thing I'm aware of which will work reliably and for a protracted period is vapour corrosion inhibitor (VCI). They use it inside containers for transoceanic shipments. But personally I wouldn't want that stuff all over my tools- even less than I'd want them coated with a film of WD.
