My 80+ year-old house in the midwest is constructed on a cement-block foundation with brick “footings.” I am pretty well convinced that the network of open chambers in the block foundation is the source of moisture and critter (rats) migration throughout the house. I am interested in sealing the top course of block with something. It has been recommended before on this forum to seal with foam, but I am interested in critter-proofing as well. Any suggestions or similar predicaments out there. Thanks.

As everyone knows rats are attracted to dense packed cellulose insulation. Get rid of that stuff and you won't attract rats. If you seal up the holes in the way you have suggested you will just trap the rats in the house. It is much better to allow them to come and go as they please.
