I’m a victim of the Wisconsin “weatherization” law written by legislators without a clue that requires that I have so much attic venting in a rental. Not rented, but single daughter with son living in it. Never mind the details. Requires so much soffit venting, and I’m thinking about blocking the eave overhang between the rafters in the full attic to keep the loose something insulation in place (whatever they put in 20’s attics — some gray, dusty, loose pulpy stuff that makes me cough) and taking the Sawzall to the inside of the blocking. Will attach screened vents outside under the cutouts. Any flaws to this, or advice?

First of all, the soffit vent isn't worth much without a ridge vent.

If this blocking goes all the way up to the roof deck, then the soffit/ridge vent system is not functional. Be sure to leave a couple of inches between the blocking and the roof deck.

?????? I don't understand what you're cutting here. The blocking between the rafters to keep the insulation in place???
The holes should be cut in the soffit.

If possible, I would attach the screening to the inside.

That loose insulation could cause the screens to clog if your using it as a bird board

What law are you talking about? If it's family living there, why does it matter?
Far as I can tell, WI ('cept for New Berlin and Brookfield) have pretty lax housing laws.
