Hat channel and sheetrock works great. The latest Fine Homebuilding had a short article about gypsum board designed to reduce noise transmission.

I second Adam's hat channel suggestion. Fiberglass batts do a little bit to slow down noise, but not much. A second layer of sheetrock in addition to hat channel may be your best bet.
