I can only guess that the new sidewalk was stained with a rust colored hair dye.
I tried muriatic and pressure washing. Minimal success. Any suggestions?

hair dye ... peroxide?
Maybe ask you favorite salon what they use to un-color hair.

Might be chalk--like powdered chalk for chalk lines, but then acid should have at least made it foam, but wouldn't necessarily get the color out. If acid didn't work, maybe chlorine bleach will?
If it is rust based stain then try oxallic acid.
Is it stain concrete as in acid stain concrete or is it stain on concrete. If its a acid stain concrete, nothing can be done.
It is dye from an unkown source. A beauty shop door is at the beginning of the stain . It extends for about 40 feet down the sidewalk. When we first attempted to wash it off it bled everywhere. After pw I still have some dark colored spots.After reading the replies I will do some experimenting

Ed Hilton had the right idea--since you're pretty sure it's hair dye, I would ask a beautician how to remove it. Maybe two-part bleach that has really strong peroxide (like used for bleaching wood). Maybe a bottle of hair dye says something? My stepdaughter splattered red dye all over our bathroom carpet and we learned to live with it. I think it faded after a while. (And the roots began to show.)
