whats the fence made from. If it's cedar be sure it's totally seasoned. Use a moisture meter before you apply the stain....ahhhh...what the hell..use a moisture meter no matter what specie the wood is before you stain.
The meter should read 15-16% or less before staining. You can pick up a decent moisture meter from your paint or big box store pretty inexpensively.
